In the past, our schools have sent home loads of flyers in students’ backpacks. As part of our efforts to be more environmentally friendly and to embrace innovative technology, and budget conscious we are moving from paper to a digital flyer delivery. With our Peachjar eflyer program, the eflyers will be sent directly to parent’s or employee’s email inboxes as well as posted on school websites or the district’s website for easy access.

Each year, our schools and district can save tons of paper and reduce copy costs. In addition, paperless delivery of school flyers removes a significant administrative burden from teachers, office staff, and volunteers.

Harris County School District Flyer Distribution Procedures:
Paper flyers (cards, documents) from outside organizations will no longer be distributed. As part of our efforts to be more environmentally friendly, embrace innovative technology, and maintain fiscal responsibility, we have transitioned from paper to electronic flyer delivery. Our district works with on-profit community organizations and non-profit educational enrichment programs that sponsor activities of an educational/enrichment nature for students by distributing materials electronically through Peachjar.
Peachjar charges a fee for eflyer distribution service to the requesting educational/enrichment organization/business, which is typically much less than the cost to deliver paper flyers to each school.
Flyer Approval Process:
To request flyer approval, businesses should follow the steps below. Once approved for the school or for the district, the flyer may be emailed to parents or posted in the school peachjar link or district peachjar link.
How can businessed distribute flyers?
- Visit www.peachjar.com
- Register as an Enrichment Provider (account type).
- Be sure the flyer adheres to the MCSD policies and procedures before uploading the flyer.
- Upload the flyer for approval consideration.
The flyer will be automatically submitted to the school of choice or district office, as applicable, for approval or denial. A designated school administrator/staff member (at each school) or the district administrator(s) will review the material and approve or deny based on the standards and policies approved by the Board of Education.
Advertising in Schools:
Advertising materials of a commercial, political, or religious nature which do not serve a legitimate school or community interest shall not be displayed or distributed in the school, on the school grounds, or endorsed by the school staff in their relations with students. Pupils may not be used as the agents for distributing non-school materials to their homes without the approval of the Principal, Superintendent (or his designee), or the Board of Education. There are many fine teaching materials, not readily available elsewhere, which contain small advertisements. Examples are rulers, calendars, and yardsticks. Routine use of items which carry such advertising shall not require approval.
Schools shall not be used as a means of distributing literature for commercial, political, or religious purposes. In no case shall children be asked to carry home, distribute, or return material which is not related to the school, except for materials which are approved by the Superintendent or designee.
Schools may not be used as a means of publicizing commercial activities or services. No commercial vendors are permitted to sell on the school grounds without the written approval of the Superintendent or designee. n exception are those vendors who work with site supervisors and conduct business during school hours e.g., representatives from ring companies, annuals, caps and gowns, diplomas, photographers who have been selected by the school, business related to cafeterias and business related to the media services. Schools can use and distribute materials imprinted with their Adopt-A-School Partner names or logos for instructional and incentive purposes. These products do not have to be approved by the Superintendent or designee. Lists of names of teachers, pupils, and parents may not be given out for commercial purposes. In the case of donated suppliers and items donated as rewards, they must be tools with which to accomplish schoolwork or that help to preserve school materials. Materials must be timely, up-to-date, and of obvious educational value. Public relations activities by firms which manufacture goods or provide services that are illegal or controversial for minors will not be permitted, e.g. alcohol, tobacco advertising. Any commercial reference must be reasonably discreet and unobtrusive and should be an acknowledgement in general as opposed to an advertisement.
Distribution of Materials and Criteria for Approval:
Materials generated by non-students may be distributed or posted in district schools only when prior approval has been granted by the Superintendent or designee. Unless generated by the school, surveys or questionnaires requiring student or parent/guardian response also must be first approved by the Superintendent or designee. All materials to be distributed shall bear the name and contact location of the sponsoring group.
Materials shall not be distributed to students or advertised in school-sponsored publications if they:
- Are obscene, libelous or slanderous
- Incite students to commit unlawful acts, violate school rules or disrupt the orderly operation of the schools
- Promote any particular political interest, candidate, party or ballot measure, unless such materials are being distributed at a forum in which candidates or advocates from all sides are presenting their views to the students during school hours or during events.

- Nondiscrimination in District Programs and Activities
- Promote the use or sale of materials or services that are illegal or inconsistent with school objectives, including, but not limited to materials or advertisements for tobacco, intoxicants, and movies or products unsuitable for children.
- Solicit funds or services for an organization, with the exception of solicitations authorized in Board policy (Solicitation of Funds from and by Students)
- Distribute unsolicited merchandise for which an ensuing payment is requested
- Announce the meetings of non-curricular student-initiated groups
- Before publication, the Superintendent or designee shall review all advertising copy to assure that it complies with the provisions of Board policy and administrative regulations.
- The Superintendent or designee also may consider the educational value of the materials or advertisements, the age or maturity of students in the intended audience, and whether the materials or advertisements support the basic educational mission of the district, directly benefit the students or are of intrinsic value to the students or their parents/guardians.
- Schools may establish additional criteria pertaining to the content of advertisements in school publications and yearbooks. Such criteria may limit advertisements to those that contain congratulatory or commemorative messages, curriculum-related content, advertisements for products or services of interest to students, noncontroversial content, and/or other content deemed appropriate by the school publication staff and adviser in accordance with law and Board policy.
